The United States of America is made up of 50 states, like New York, California and Texas. That means each state has its own govern¬ment and laws separate of each other. There is a federal government that unites all of these states together under a national constitution. Originally, the USA had 13 states to start with, but as it has grown, new states have been formed. Can it keep growing?

California was the 31st state to be added to the USA and is the third largest state in terms of area. Since then, it has grown to be the fifth largest economy in the whole world. You know it for famous places like Hollywood, Silicon Valley and the city of San Francisco as well as famous companies like Apple, Google and Disney. It also has sports teams like the L.A. Lakers.
California is so big and successful that some people want to split it up. Tim Draper is one of these people. As an investor in start-up busi¬nesses like Skype and Bitcoin, Draper believes that California should be split up because it is too difficult to govern now. In 2014, he started a campaign to split the state into six pieces. Though that campaign failed, he hasn’t given up.

Draper’s new proposal is to break California into three pieces instead of six. These new states would be Northern California, containing San Francisco and Silicon Valley; California, with the city of Los Angeles; and Southern California, which would extend down to the US-Mexico border. In order to get the needed 1.14 million signatures for his petition to pass, Draper paid workers USD $3 for every signature they got.

Draper has spent more than USD $1.7 million in his efforts to break up the state. However, in mid-July the California Supreme Court decided they would not put this issue on the ballot for a vote. California’s Planning and Conservation League has argued that splitting California would cause more problems than it would fix. Draper disagrees, saying that it should be decided by the voters and not the court.

Splitting up a state is not a new idea. It has happened before to create the states of Kentucky, Maine, Vermont and West Virginia. West Virginia was the last state to be created from a split by split¬ting from Virginia in 1863. This is not even new for California. In 1859, people in Southern California voted to split the state, but the Congress never acted on this and the state remained in one piece.
